-Changed Convergence to increase fire/shock/frost damage spells instead of all Destruction spells to prevent dipping into unrelated effects that are tagged as such
-Added additional speed checks to prevent an actor reaching a speed of 0 which would make him fast again
-Respec Script no longer appears during the loading screen and on new games
-Merged some USKP fixes

-Firebolt's effect text appeared twice

-Perks didn't enable Rune spells to be Dual Casted
