Adds some new perks for 1 handed sword users.

First time modding so feedback is much appreciated.

Basically this mod adds 2 new perks, one is called slice and dice and is like flurry but works for any combination of 1 handed weapons, everyhting but daggers (I plan to increase base dagger speed in the future so having this on top of it may be too much, I will be changing how dual flurry works.) The other perk is called duelist and introduces a timing based blocking mechanic for one handed sword users, proper timing will stagger or disarm your enemy.

In the future I will add more perks specific to different weapon types. Daggers will probably be next.
