it results that my game running at extremely high fps in stead of 60 fps

im having a bigger issue and when the main menu appear, the game just freezes and i looks like that i have 5 fps, i dont know why i have a high end pc,and i tried before turning of the frame limiter but i didnt work, if you know why i would be appreciate

Doing that you might have 60+FPS but also a ton of FPS related bugs.
Cars will stop fast if letting go of 'W', No fast swimming, No diving and more...
