I do have them unlocked, as I am able to recruit them if this mod and the more amber per city mod is deactivated. I also get the message that I have unlocked a unit whenever a lord hits the required level, even when both mods are active. I am unable, however, to see the recruitment button.
When I deactivate the more amber per city mode, but keeps this one active, the RoRs are still not recruitable, and vica versa.
The only possible conclusion I can draw from this is that the amber mods are messing up the RoR recruitment.
I agree that this shouldn't be possible, and find it very strange that it happens at all.
It is a bit annoying but not a really big problem, I just wanted to check if anybody else had the same problem, but as that doesn't seem to be the case, I'll leave it. Still going to use the mods, as the RoRs is a small price to pay to remove the amber hassle.
