Description
This mod removes individualist and collectivist prohibitions on governments. Ethics will only enable, never disable governments.

So an individualist can be an autocracy and a collectivist can be democracy.

The new goverment changes form Asmiov 1.2 get overwritten by this mod for example 10 year democratic elections instead of 5 years and some of the bonus for the goverments changed as well e.g. 5% happines and more leader exp instead of core planets/systems for direct democracy (which has no bonuses anymore with the mod because core planets do not exist anymore).
