How To: Fix Speed Bug Easily

I know that this guide has been created multiple times by multiple people, but I'm getting in depth with the bug and how to fix it!

Step 1: Download Speed Bug Fix Mod
I know what you're thinking, "Why must I download a program? Is it harmful? And what does it do exactly?" And to be honest, I am the same way. I try not to ruin my computer but this mod is COMPLETELY fine! Anyway, the mod is at this website[saintsrowpowertools.com]. So download this and unpack it in the root directory (main folder) of Saints Row 2. After that, it really doesn't matter what you do with the .zip file.
Step 2: Mod The Mod
"Mod The Mod" yeah it sounds stupid but stay with me, we're one step away from playing Saints Row 2 at a normal speed... Okay so what I meant by "Mod The Mod" was open the file "Powertools.ini" in your SR2 folder, next, scroll to the bottom and where it says "percentage = 1.0", change the number to 0.7 or so. You can fine tune it to even 0.75287499928 if you really want to, all it does it just slows the game down to that exact speed during gameplay (and menus which isn't exactly a good thing because they are SLOW), but it doesn't affect cutscenes which is why Cheat Engine's SpeedHack is bad to use but I'll get into that in the final portion of the guide... Anyway, save the file once you set it to anything below 1.0 which is anywhere from 25% to 50% faster than the game should run.
Step 3: Install
You're probably thinking, "Well didn't I just install the mod?" And I myself thought that too, but there's one more step to take before we are finished installing the mod. All we must do which is what most guides don't go into is right click the file "Install.cmd" and click "Run As Administrator". Click yes as always and the mod will do the rest from there, it will really quickly actually slow the game down to a processable speed! Enjoy! Still one more Section to go through but this is the end of the guide. All the next part is is explaining why Cheat Engine is bad to use for this purpose...
Cheat Engine
So Cheat Engine even though still useful for this (in most cases), it is bad to use in game and here's why: it has no way of telling if you're in a cutscene like Saints Row 2 Powertools (the mod) does, so it slows down cutscenes too. And if you're like me, you want to know what is going on... And if you can't watch a cutscene, it will really annoy you. It's like the whole issue with Resident Evil 4 having a slowdown issue, which is annoying during cutscenes because it doesn't sync up the words with the characters... Anyway, thank you for taking the time to read this, it took me a little while to make.

EDIT
I thought of another con about using Cheat Engine to slow the game down. I don't know why but for some reason it causes a lot of lag... Perhaps it's because of the fact Cheat Engine is generally used to change variables in games and programs such as text that shows up, health in games, ammo levels in games, and a sort of advanced version of inspect element in Google Chrome... I'm not sure. All I know is that it's slower and takes up more space than Saints Row 2 Powertools, so just get that if you're wanting to play the game at a nice speed with cutscenes...

When I turn the speed down and the game inevitably drops frames, the game goes into what feels like slow motion? I guess I have to deal with that?

Yeah that's the only issue with it... There are ways to remove the GameSpy logo I'm sure, but I don't know how to do that. If I come across a mod to do that or create one myself (which is highly unlikely), I will make another guide about how to install that to get into the game within about 5 minutes...

Works! but wow even the menus, ui and everything slowed down. forced to watch gamespy logo for 3 minutes, lol.
