Sovereign Guard (Policy)

Description
This mod adds a new policy: Sovereign Guard. It allows you to direct funding towards a personal guard that reduces the risk of assassinations. Tourists and patriots are impressed by the Sovereign Guard, but socialists and those with low income resent it, as they see it as unnecessary spending for a single individual.

The Secret Service only applies to the U.S.A and nobody else. Furthermore this is obviously closer to a Presidential or Praetorian Guard as clearly indicated by how it impresses tourism and patriots alike. It's name can be debated based on country, but it is not a secret service agency.

Honestly assassinations are just cancer in this game. They're way too commonplace for the countries being represented.
