You download the shortlist by pressing the Subscribe button.

Ingame you will find it under Scouting, chose the shortlist tab, and then you can load the shortlist in the menu at the bottom.

It should download automaticlly after you press the Subscribe button. But sometimes nothing happens. To fix this, unsubscribe and restart steam and then subscribe again. You may have to try a couple of times before it downloads. Check the folder in ".../documents/Sports Interactive/Football Manager 2016/Shortlists" to see that it is downloaded.
