It's Karai, from TMNT: Out Of The Shadows!

I originally wanted to use the TMNT 2007 Karai, but there were no models of her, so I used the 2012 version instead.

It took a lot of reskinning, though; The Karai model originally had blue eyes, weird hair, and too bright of clothing.

Anyways, Karai replaces Rochelle, and has FPS arms and VGUI elements.
