Extra Chat Commands

Description
Adds extra chat commands. can be used in server and singleplayer, works with Sandbox and DarkRP (confirmed) might work with some other possibly.

To see all the chat commands, type !commands in-game

Command guide:
!jump [value] - set jump power for self
!speed [value] - set speed
!godmode - godmode on duh
!nogodmode - godmode off
!suicide - simply die...
!announce = a bit more complicated usage: !announce=messagehere can have spacebars

You should make it so these still apply after death it is very annoying to have to type desired values in every new life.
