Administrative Efficiency Rebalance

Mod Description

This mod changes the way the player gains administrative efficiency. Instead of large jumps at Administrative tech levels 17, 23, and 27, the player gains 0.012 administrative starting from tech level 7 through tech level 32. The player will end up with the same amount of administrative efficiency as vanilla, however, they start gaining it sooner.
