I'd suggest making the jetpack more dodging-oriented - faster take-off and speed in exchange for decreased fuel capacity and longer recharging, as well no jumping before actually taking off. This would have the effect of making the marines stay on the ground longer, instead of flying around with a grenade launcher in Cargo, completely invulnerable to lower-level players and a challenge for even veterans.
I believe this feature was part of a previous balance mod a few months back.
I would strongly advise against nerf Skulk HP. They are already very low (too low even) against marines with decent aim. The max speed from wall jumping does feel too high though (10.5 default vs 11.5 with celerity), allowing skilled upgraded Skulks to plow through average marines.
With a game this complicated you need to experiment to find the best fixes to any design issue (and there is many). You only have to look at the official forums to see how wildly opinions vary about the game and certain issues. Its going to be impossible to please everyone so if its not for you right now then stick to vanilla and come check back later.
