I've made some major changes to the plan to take into account the v15 update. I've slimlined the size of the prison, therefore cutting down on building costs. Also, realising that you'll be selling off the prison when your funds are low (which will happen very quickly), there's no point planning entrances/exits with a view to expand. Therefore, I've been able to fit in a few more cells on the west side of the cell block to maximise your valuation/sell amount.

I've scarificed the office which I had set aside for the foreman to use as the new staff room which coems with the staff fatigue system in v 15. This is beause it's highly unlikely that you'll have enough cash to research AND build all the prison labour stuff.

There are also a few aestehtic tweaks, such as putting the metal detector pinch-points inside buildings.

NOTE
You WILL have to pace your building and when/how many staff you hire in order to have enough funds to complete this plan. However, it's easily doable if you're not gung ho about things.
