i did by spamming tons of guards and calling the riot people (5 deaths) i also was setting up working cells and what not

How to fix:
Step 1: save this to your computer and add this to you .prison file FailureConditions TRUE
Step 2: wait for National Guard to come and make most of the prisoners surrender/die

Done,barely,a few dead bodies (25) and a lot of dead riot guards.
