To get the Arrows you must buy them in the Drunken Huntsman but you must be Level 2 or higher.

V3.1 Update:

Fixed "24" Item Issue
Bow will now be tempered on the sharpening wheel.

Bow is no longer in the chest, you will need to craft it
Fixed bug where you can't craft (it wasn't a bug, people just needed perks but now you don't need them no more)

Changed faction from stolen to nothing so it won't be stolen.
