An optional add-on to my "Abolish Shogunate; become Empire of Japan (beta)" [] mod, that replaces the Flag of Japan with the flag of the Empire of Japan, circa 19th century. Just enable it once you've taken the "Abolish the Shogunate" decision to receive the proper flag.
