!Combat Balancing - Alphamodplus fix

Description
Simple fix for Alphamodplus in combination with Combat Balancing Mod.

This will allow you to upgrade your space ports to level 11 even with combat balancing active.

It does nothing else.

If there are any other inconsistencies you can report them, i have not changed or aligned anything else.
