Hotfix for 1.8.0

Popis
My unofficial hotfix for 1.8.0.
Fixed following bugs:
  • Machine Empires Expansion tradition "Distributed Computing" doesn’t work
  • Ruined Megastructures can't be repaired
  • "Make Tributary" wargoal doesn't work
  • "Symbol of purity" building isn't planet unique
  • Unable to research "Modular Components" and "Intelligent Factories" technologies as machine empire (needed for "Spare Parts Depot" & "Unit Assembly Plant" buildings)
This fix had to replace few core game files (in common folder), so it will disable achievements.

Also, "Population Controls" policy choice is hidden from synthetic ascended nations. But the pops themselves still get a -10% happiness penalty from "Population Controls Enabled", even though you can't change the setting because its hidden...

Synthetic Ascendants are supposed to have them, I think. They have individual ethos, happiness, and even unrest. And before 1.8 they did have factions.

I'm guessing somewhere some wires got crossed and a dev confused synthetic ascended populations with starting synthetics when locking them out of faction attraction.
