Steam is for 13+ IF you are the one owning the account. Steam can give children accounts if the parents are willing to watch over them. Honestly, parents DO sometimes watch their kids, you know!

Will be interesting to see if this actually comes to steam (not all greenlit titles eventually manage it). I'd probably be willing for 9-10, but more would be pushing it. 5 would be nice and an instant-buy for a lot of folks, I suspect, despite what some naysayers would claim.
