Hello!
Altough it's a lot of cheaters out there 4 spike strips in a row seems to be legit. When you reach a certain level you have multiple spike strips at once, 2 to be exact, so it may have been that he just pressed the button twice hence there are 4 of them.

Defintely, I'm sure it would be amazing if you had an almost full lobby going at each-other. I've had one or two players just spin around in circles/drive the wrong way for whatever reason, which makes those pursuits just lackluster. You always get "that" person once in a while though.
