One such method is called ping throttling, invented by the man Phal himself. A very little known technique, a high level of knowledge of TCP/IP protocols is required to execute the technique. A manifesto of sorts is floating around somewhere online, accessible through FileZilla, although this has not been confirmed. You'll have to start there, and once you summon him, prepare for the fight of your life. He's a hardened and honced rough rider. He'll stop at nothing to stop you from planting the bomb, often throwing multiple flashes from the top floor, with an extra supply from Hance Freenseman. And if he's looking for you... well, good luck. If you really want to find him, and I don't really know why you'd want to, you're going to have to work very hard. He is the master of the rocks and stones of the lake house, and he IS the creator of the disgusting moving stone near CT spawn (he has the source code framed in his office), and one of the only reasons people want to find and interact with him is to ask about what possessed him to create it. Unless you're lucky and queue into a game with Phal (often teamed up with Hance Freensen, his pair of eyes up above), you'll have to resort to... other methods to summon him.
