You can get it in here https://store.steampowered.com/holidaymarket by doing holliday quest i got it at the maximum of 1500 and by buying games from steam 10$ = 500 points every points can be exchange the holliday background cost 5000 points means you can do quest 1500 and buy steam games worth 45$. The other holliday points cost less like emoticon and common profile background.
