Do I:

1. Extract the .zip into the main folder (Steam\steamapps\common\PAYDAY 2)

2. Take the files in the extracted dmcwo_1.38 'asset' and 'mods' folders and put them in the existing 'asset' and 'mods' folders in the main folder?

or something different?

1 means it doesn't show up on my in-game mod list and 2 crashes my game.

1. lib/units/beings/player/playerdamage
2. lines 1701 and 1709 replace self._unit:sound():play("tinnitus_beep") with nil in whatever way you like doing Lua hacks mods
3. enjoy no tinnitus on flashbangs

now you may ask, why not remove line 1687 from the on_flashbanged function? answer: it will remove the entire auditory flashbang effect so you can't do that.
