A couple things to note:
-Window resolution is not always the same as the actual rendering resolution. This is one of those cases, and going fullscreen doesn't matter if the rendering resolution is unlinked to window resolution.
-The HTC Vive does not use the same resolution as typical monitors, so if the same rendering resolution as your monitor's resolution was used, then the result would be incorrect, regardless.

I see no reason why this application should give you an overshot result, because then many people would be wanting refunds on the Vive due to them getting much lower performance than the test suggested, and neither Valve nor HTC would want that to happen.

You can find a bit more information in this article: http://www.tomshardware.com/reviews/steamvr-performance-test-gpu-comparison,4489.html

how else can it test real score? it uses only a 10% to 20% of my screen so it would score high or am i missing something?

Why would you want this in fullscreen? It's only a benchmark to tell if your PC is VR-ready, nothing more.
