Why doesn't Bandai Namco discount this version of the Season pass for people who bought the original version of Dark Souls 2?

I want to recommend this to my friend who bought the original Dark Souls 2 but stopped playing because he was disappoinetd with the quality of the game compared to the original...
The DLC's are actually better than the game itself so I'm confident he would really enjoy them.

I'm very disappointed with the way Bandai Namco have treated customers who bought the original content and the complete lack of discounts for it, considering they released Scholars of the First Sin and are now discounting that.
