With the amount I play some of these games you'd think i'd have allooooooot more.
I dont think they really exist, bra.
If the Summer Sale has a badge that involves crafting a badge, I expect booster pack drops will sky rocket, but I wouldn't hope to much for a pack before then.
You are elegible for each game you have your drops used up, and have to sign in steam once a week. You could be playing any game or no game at all, don't even need to be online either other than logging on once a week.
And at what rate is dropped? once a day? A week? A month?
So its not really who uses steam the most or have played the most its just luck, like the lottery then ?
The commonly held theory is that 1 booster pack is generated every time a badge is created. We're pretty sure it's not time based, but we don't have a lot of data so no one's certain.
You can purchase the cards. Or you could get cards from a different game and use those to trade. Or play a bunch of TF2 or some other game with tradeable items and trade/sell those drops to provide the means to acquire the remaining cards.
Many(most?) aspects of the card system are largely chance based, yes. You can influence your odds by getting higher levels (every 10 levels is 20% more likely to get a booster) or encouraging people to complete badges rather than sit on their cards.
