You need to have bought a game on the last year ( not counting the last 30 days).

You yourself posted that you registered a retail copy of a game and you don't have market access. That should answer your question: no, you need to pay valve money directly. They can't verify how you got a cd key, presumably.

You need a purchase through Steam on the account older than 30 days (without any one-year periods of inactivity which would reset your eligibility). This purchase could be for wallet credit alone. A CD key activation is not sufficient.

Drunken F00l, what does "inactivity" mean ? Is it wallet activity, or does playing games count as an "activity" too ?
