  Have you tried Big Picture Mode? I just tried doing this myself to see if it works. Here's what I did:
  
  • Right click on the Steam icon in the system tray.
    
  • Select Big Picture Mode.
    
  • BPM

You understand correctly

TV + Gamepad = Big Picture
Monitor + Mouse-Keyboard = Desktop Mode

just tried big picture. Monitor option is still greyed out

Any controllers plugged in? Disable it.
Have you tried to run the game in big picture mode?
Do you have another monitor on?
What about discord? Disable it.

The Big Picture monitor will be stuck as the primary if I shutdown Steam from Big Picture.

So if I set my TV as the Big Picture screen even though my monitor is the real primary, when I go to
Restart or Shutdown from Big Picture, the TV will remain the primary display instead of first reverting to the monitor.
