my friend banned by vac and i give my items to him . can i get my items ?

Support will say the same thing. The items are locked to your friend's account and can not be traded or sold.

Never give items to someone you're not prepared to lose. As you can technically not lend items, but only gift them, Valve has no obligation to give you those items back.
