Help making tiny program?

I have problems with getting stuck on the computer waiting for a friend who gets on at random times and another friend at the same time. How do I use the Steam Web API to make an app for my Android phone that gets both of their profile statuses, checks if they're on, and alerts me if so?

a) Get a WebAPI-Key
b) Get Android Studio
c) Create App project
d) Create a Activity to enter the IDs
e) Hand over IDs to a service
f) Let service poll WebAPI at regular intervals
g) Let service alert you

That would generally work. Unfortunately, that also gets me banned from the discussions. Any other way?
