You can still buy games though, just cant trade on market.
The store and the market are entirely different and thus diffrent fraud measures are in place. Any more than using your credit card at a gas station is different than at BestBuy or Target with regards to how fraudulent activitiy is detected.
If I was to use a credit card I had stolen to buy Steam funds and then use those funds to purchase cards from the market it would be the market seller who would have to return the money back to the credit card company.
Now Valve could simply solve this by transferring the card back to the original owner, remove any fund that were added to the accounts and then return the money to the credit card company but this takes time and money so it’s easier just to impose a trade restriction. A two week restriction would be enough to expose any stolen cards or fraudulent activity but they decided on 30 days instead.
