If $20 isn't the sort of money that comes to your account regularly I'd personally advise playing some of the Free to Play games on Steam until there's something really good on sale. If you pick games three years and older $20 could get you two or three games.
You also don't tell us what you like. From your time in CS:GO I'm guessing FPSs in which case I'd strongly recommend the free to play Team Fortress 2. Of present offers the Transformers games look pretty good and Overlord and Overlord 2 are good value at their sale prices. However since your library of games is so small I'd really recommend holding out until something really good comes on sale - there's due to be a huge sale at the end of June. Unturned and Robocraft are both great free to plays and there are lots of other great games in the free to play list.
I'd also say - always buy during sales, never at full price.
