The reason for your restriction is most likely that you do not fulfill all of this requirements:

• At least one successful purchase that is more than 30 days but no longer than 1 year ago
  
• Have had Steam Guard permanently enabled for at least 15 days
  
• No password reset within the last 5 days (Note: If your account has been inactive for longer than 2 months, then your password will have been automatically resetted and you will be unable to use the market for 30 days instead of just 5 days)
  
• No trade ban
  
• No new payment method added within the last 7 days

The first and the third point (if the account has been inactive for 2+ month) trigger a 30 day restriction, you should concentrate on fixing those.
