This depends at what graphical settings you're thinking of. At $400, it is impossible to play a current AAA title at 1920x1080 at max at 60 FPS. Just not going to happen unless you steal parts.
And prebuilt playing even older games at 1200x800 at medium quality is downright questionable.

That doesn't come with a discreet graphics card. Processor is decent, but you will not be playing current games at 60 FPS on intergrated graphics.
Your best bet for $400 is to scrouge a copy of Windows for free and buy used parts from a reputable site and build it yourself.

a $400 build would be able to do that, if hes aiming at 720p at 30fps
With $400 budget $100 will be gone for Windows and do you really think you can build PC for $300 that can run something like Dying Light, Witcher 3 or GTA V even remotely well.
Linux and Steam OS are joke if you are gamer, 95% of games wont work on them.
