He may want to clarify, but I think he means two separate libraries (installations), with two copies of everything (including steam.exe), except for games, unless he also wanted separate copies of them.
You'd have to keep each installation up-to-date separately, depending on which steam.exe was run, but I guess it could be done. You may have problems with the registry, since you can only technically have one installation.
I use steam mainly for indie games, and my steam library is located on my c: drive
which is a 128 gb ssd.
I got a steam key for indie game the movie deluxe version which is 7 gb, and Ii dont want it on my c: drive, I want on a seperate drive,
so I'm just wondering if I can install the movie on another library on another drive,
and keep my current library with all my games on my c: drive,
and not worry about having multiple libraries causing some mess.

You're welcome! In that case you can just do what TheBDK suggested. When it asks you where to install it, point to the other drive.
