Can I run Morrowind?

I was going to get Morrowind for xbox but decided I kind of want it for the computer so I can mod it.
That being said, I don't know if my computer can run a modded version.

You shouldn't have any issues running the game, as far as I can tell. A third party graphics mod shouldn't be an issue, but I cannot promise you stellar performance.

Do a bit of research on the mod, and even Google something like - the name of the mod, and then ATI Mobility Radeon HD 4200 Series performance.
