How many cards needed to craft?

You need the full set.

So for the TF2 set, you'll need nine cards (one of each).
Dota set requires eight cards (one of each).

Etc etc.

And just in case you might wonder: You can view the progress on how many cards you can get from a game if you track the progression. You cannot get more than (about) half of the cards. The rest you gotta get via trading or purchase.
