Scanning for Steam games updates! to resolve this problem.
Try to rename the ClientRegistry.blob to ClientRegistry.bak. By default you should find this file under C:\Program Files (x86)\Steam. This will force steam to generate a new .blob file and might fix your problem.

Work for me ;-)

1. Quit Steam
2. Rename the file
3. Restart Steam

I tried this fix just now since my Black Ops 2 game is taking a long time to load and this didn't work for me.

For anyone still having problems - if you are not currently using the Steam beta client, go to Steam->settings at the top left of the client and in the Account tab, in the beta participation section, change to Steam beta update.

The latest beta version of the client has fixed an updating issue and added multi-pass retry logic for Steam client updating process. See if that helps.
