Have you purchased a game on Steam? I only see free ones on your account. Steam accounts are generally restricted until a purchase is made in the Steam store (or maybe TF2 ingame store).

Who is eligible to participate in the Community Market?

Any Steam user who has a successful purchase on their account between 30 days and one year ago, and has Steam Guard enabled for 15 days can list items on the Community Market. If you have had your password reset by Steam Support you will need to wait another 15 days with Steam Guard enabled before you can list items on the Community Market. If a chargeback has occurred on your account you will be eligible 30 days after your next successful purchase.

If your account has chargeback(s) this will require that you make a new successful purchase after the chargeback(s) and have it be valid for 30 days before you're able to use the Community Market again.

You only have F2P games. Thats why.

I haven't changed my password, I have paid for games on my account and have waited about 5 days for my funds to clear even though the same method I used to buy games i used to add funds to my steam wallet and I still am not able to purchase a simple background. Anyone have any idea what is going on?

The buy option finally lights up for me and I try and buy something and this is the message I get.
"You are not allowed to purchase this listing. The Community Market might be temporarily disabled or your account might be restricted from using the Community Market."

I have the same issue. I was trying to buy some FTL cards and it's telling me this crap.
Y/\}{000 Jul 13, 2013 @ 11:35am
ok ...I'll wait and see if things clear up ...guess I have no choice. Frustrating though since I expected to be able to use my funds immediately considering in the 9 years with steam I have bought many games for myself and my son and there has never been a problem. Also, rather than telling me different reasons as to why I can't purchase anything right now leaving me to guess or wonder if the problem is on my end they should tell the exact reason. If the market is down then tell me its down, if my account isn't allowed to use the community market for some unknown reason then say so.

I think they banned people, who refreshed too much. Or something like that.

It worked! Finally. Maybe I just needed a little more patience. :)

Crud I'm getting this right now just right after adding my funds :(

Getting same problem - have funds in wallet, cannot buy community market items with the same vague error as mentioned here. Error appears immediately without any waiting.
