Steam always downloads language files when I change Steam language?
Sometimes I like to change the language of Steam to Spanish because I'm majoring in Spanish and it's good practice to play games in Spanish but whenever I change the language back to English or back to Spanish again it redownloads what I assume are the language files necessary to play the game in the language that Steam is in. How can I stop this? Does it delete the Spanish files when I change Steam to English and vice versa? If so how can I keep both language files since I will be changing the language of Steam a lot?

Steam deletes the old language files and downloads the new ones. Currently there is no option in steam to avoid this. A workaround would be to manually backup your old language files. You might want to google this issue , I don´t know how to do it.

I think Steam should enable having more than one language installed so you can switch easily.

Thank you, I have decided to back up the language files since that's the next best option.

Yes. Also for reviews, so you can see all the reviews in all the languages or at least more than one and can flag your review with more than one language.

Bumpity-bump.
It's 2018 and still, there is no option to keep/download 2 languages for a game.
I understand english very well but my girlfriend don't and play games in french. It would be nice that Valve start working on it ...
