Won't let me buy Don't Starve

I tried to get Don't Starve today becaue I'm sick of playing a buggy pirated version but when i tried it said the transaction didn't go through or the credit card company denied it. It costs 11.99 and I literally had exactly 11.99 no more no less left in my steam wallet combined with what's left on my prepaid credit card. There was no tax apparently so it should've gone through.

Can anyone tell me why it didn't work? Is it possible the price is rounded up to $12.00?
