Cant connect to key server

Everytime i try to open my fallout 3 game of the year eddition it leave me with cant connect to key server either i want a solution or refund

Me neither, it happened to my friend with another game and it took him about 5 days but it might be faster here. I've seen on google it could just mean they're out of keys and need to wait till Bethesda supplies more or it could mean it's incompatible with your OS, but that wouldn't make sense here (from what I've read the windows 7 optimization is just for quad cores and can be fixed easy)

Notice: We are currently out of keys for this game. We have contacted the Publisher and will grant keys upon reception.
