The Market carries a 15% fee. This fee goes to Valve and the Publisher of the game that the item sold is part of.

The Steam Store only gets taxed if you are in Washington State, I think. This may change for other States in the US in the future as States pass laws to add sales tax to online purchases (Like Michigan is currently passing to an extent, but that probably won't affect Steam directly yet).

Non US users should not see sales/VAT taxes added to the price at checkout.

Your profile says you are in West Virginia. A quick google search shows this:
http://www.wvgazette.com/News/201309210045

Says that back in late 2013 W.Virginia added a law to collect sales tax for stuff purchased online.

Technically, a US consumer is supposed to pay all the sales tax for these purchases themselves at the end of the year. Rarely if ever do they do it. So they are modifying laws to make the companies from out of State collect it for them, as more and more users move to online purchases and then don't pay the sales taxes at the end of the year.
