I have got Limited User Accounts

I activated game: The Culling Of The Cows, but I still have got Limited User Accounts. Can someone help me?

Activating a key doesn't remove the limitation anymore. Buy something from Steam, or activate a gift copy that was purchased from Steam.

To access all features of Steam, simply do any of the following on your Steam account: purchase a game from the Steam store (It cannot be a gift for another account), redeem a Steam gift, or complete a microtransaction.

No. Demos, Free Weekends, free games (Examples: Alien Swarm, free versions of Portal or Team Fortress 2), other promotions do not act as qualifying items.

It's not the same thing when it comes to limited user accounts, check the quoted text above.

"Gift copy" refers to a game that was purchased as a gift from Steam. Keys are purchased or acquired elsewhere, they don't count.

That shouldn't work, see the text I quoted earlier.

You're probably thinking of the market restriction.

Here's a cheap game, if you just want to remove the limitation.
