If this happened only once per day, and maybe, somehow, it was just changing existing files and keeping all the file sizes the exact same, then that's understandable. It's unreasonable, but I suppose it could happen. My problem is that it does this every time I turn my computer on. So anywhere from 3-5 times a day depending on how many times I leave my house and turn off my computer on the way out.
This has been going on for a week or so and it drastically slows down my computer for the few minutes steam is trying to update even though it doesn't actually do anything.
"Steam.exe" and you "Steamapps folder", this way you delete all steam related files except the executable and your games.
Start up steam.exe and it will fully redownload steam (fully up to date bug free).
