It sounds to remedy it, you need to get a video card that supports shader model 3. You'd need to specify the card!

You will need a graphics card that suports Shader Model 3, basically.

run dxdiag (hold the windows key and press r, type dxdiag and then press enter) and at the top of the 2nd tab it should say what GPU (graphics card) you have.

No, gaming stores do not sell computer hardware. It looks like you don't know much about computers, so changing the graphics card by yourself might not be such a good idea.

Do you have any friends that are familiar with computers?

In most cases like this, the odds of you having a pre-built computer are great. Manufacturers cut a lot of corners when they make those so you will not only have to upgrade your video card, but very likely you will have to get a power supply that would be capable of supporting extra hardware like a video card too.

It may not even require a hardware change. If people just get some random system and don't ever use it for stuff like gaming, they might only have basic drivers on it. So *maybe* the hardware can do it, but the drivers don't expose it properly.

"Shader model 3" is a Direct3D 9 thing (possibly later DX9, not sure about the exact history of things). DirectX 9 has been around for a very very long time...

Either way, getting someone knowledgeable to take a look won't hurt.
