Just because some people use it for nefarious purposes doesn't mean everyone does.

Games running on Steam need to identify themselves to the Steam servers so they can verify you're running a legitimate license. Some pirated games lie and claim to be a game called Space War since it's freely available.

Space War is more of a demonstration of the SteamWorks framework so Valve doesn't advertise it, but if you really want to play an uninteresting game you can. Google should be able to turn up the command you use to install it, or possibly someone will post it here.

The command, in case someone cares, is "steam://run/480" in the run dialogue box (Win + R)

So I could get banned from testing my game that I've been developing or not?
It uses the steam API and uses the default appid(480).
