Family Library does not go any way

I and my brother have the following problem

We have activated the family library and then I logged on with his Acc on my computer and my brother has registered my Acc on his computer and we can not share games within the family library

Which I manage in the family library look dan there is no one in it I've already tried it over Big Pic to make but without success I already hang now its a week on it and I am as a solo desperate
