In order I have:
1. Removed my firewall
2. Changed download locations
3. Checked server status (all claim to be fine)
4. Gotten pissed that steam has literally 0 actual support anymore. Not being able to submit a ticket is pretty ridiculous.
Firewall is not the issue for me, would love some suggestions.
There's an article here that covers some basic troubleshooting.
Otherwise, someone in one of the threads were able to use their SO's account to download their games using the Library Share functionality. And, indeed, a new account with no games on it does the job too (Steam has no policy against multiple accounts). Again, the issue was different, but might be worth a shot.
Tiel, do you know of an appropriate way to submit a support ticket for this?
I looked at the options and nothing seems to cover this.
Yeah, the only option it'll give you is a generic 'something is blocking connection guess yer screwed' page if you try going up the networking alley. You're absolutely right that there isn't a proper way to go about making a ticket for this specific issue.
One would have to use another slightly relevant option like, Steam Client crashing, or Offline Mode. I think SteamGuard will give an option to write in the problem as well.
My problems started when I tried to download something from the steam workshop on saturday.
