Report a translation problem
Except that my father offered to pay for the games I got.
I ended up uninstalling ALL of my games to fix this.
I just wanted to be able to play those new games and fix this problem, so I could tell my Dad later when he phones on in if I'm enjoying the new games I got. Don't wanna hit him with this.
I was downloading games yesterday, but today I just get timeout errors.
It hangs on the screen saying
"Creating local game files
Preparing Owlboy for install"
then, nothing for 1 min before showing
"Steam - Error.
An error occurred while installing Owlboy (connection time out)"
This is happening on all games I try to download and install.
I've restarted computer, restarted steam, and even deleted all the folder other than steamapps like they suggest in troubleshooting, but still this is happening.
By the two threads on here both reporting the same issue I'd say the problem is at valve's end.
No dice.

Where 228983 would be your app ID. Did some research and it *appears* what's happening is the client's trying to contact the Steam backend and verify game ownership, but it can't get a token from the server and so the connection resets.
The download never gets past the starting phase, it'll just attempt verification x amount of times - if multiple queued up the client will just cycle through them, give a disappointed sigh, and then schedule them for a minute later etc.
She however can log onto my PC and download with no issues. In fact in order to download a few games that I bought recently, and some a few days ago (The Surge, Anyland, etc), I had to use family sharing so that I could share my collection with her account. At that point I then logged off of my account after enabling family sharing, proceeded to log onto her account... downloaded the games. And then logged back onto my account so that I could play on my account.
No idea why it is as it is... but yeah :( .
More and more threads are popping up on this and most of us have gone through the full gamut of fixes. When you think about it, if that many people with so many different configurations & connections are going through the same problem, it's gotta be a Steam issue.
If that's the case, not much us joes can do about it but wait until they hop on it.
